IBB’s real estate development is extremely versatile and comprehensive. We are generally active in the strategic action fields of energy efficiency, demographic development, new housing construction, support for customers’ banks as well as analyses and reachout events.
IBB offers low-interest loan programmes and grants for landlords and investors, home owners and tenants. We are focussed on three key areas in particular:

Demand for living space is high in Berlin. In order to meet demand on the housing market, construction output in the capital city must increase significantly. The six publicly owned housing associations have a key role to play here as they continue to increase their portfolios through new construction and the purchase of existing flats. IBB supports this by making a significant proportion of its financing commitments in real state development available to housing associations. This contribution is essential in order to close the housing supply gap, reduce rents and stabilise the market.
At the same time, we also support the purchase and construction of owner-occupied homes and act as a financing partner for owner-occupiers. We offer attractive funding especially for environmentally friendly residential buildings and efficiency houses. We are thus consciously committed to the sustainable development of Berlin’s housing and real estate market.
In order to create additional living space in Berlin, IBB promotes the renovation of existing buildings. The aim is to raise properties to a modern standard of living through modernisation promotion measures The focus here is not only on energy-efficient refurbishment, but also on the creation of age-appropriate living space. In this way, we will ensure safety and independent living for all residents in Berlin.
In addition to the funded measures for real estate, IBB grants rent subsidies for flats in Berlin that are part of social housing. We also support households holding a housing entitlement certificate (WBS, Wohnberechtigungsschein) with interest-free loans and repayment waivers when purchasing cooperative shares for the first time. In this way, we are helping to promote and secure affordable quality housing for all parts of Berlin’s population.
Investitionsbank Berlin is actively promoting Berlin’s path to climate neutrality. By 2050, the city aims to reduce its CO2 emissions by at least 85% compared to 1990 levels. In light of these climate policy goals, IBB offers attractive financing and grants. These will help to increase energy efficiency and make greater use of renewable energy. With these measures, we are helping Berlin to become an environmentally friendly and sustainable city.
